Asia will receive a boost in the field of complexity science through a dedicated programme by Nanyang Technological University (NTU).

NTU's Complexity Programme aims to concentrate talent and resources in Singapore to become the Asian hub in the global network of scientific institutes that focus on complexity science and its applications through genuine interdisciplinary collaboration.

Complexity science refers to the scientific study of complex systems systems with many parts that interact to produce global behaviour that cannot be explained in terms of interactions between the individual constituent elements. It is inherently interdisciplinary and it involves and affects all scientific disciplines. Complex systems include ecosystems, cities, brains, the internet, and many more.

The knowledge and its applications, that complexity science is expected to deliver is crucial to providing solutions to the grand challenges confronting humanity, such as urbanisation, sustainability, poverty, energy, water, health, climate, security, innovation and the impact of technology.

The programme, a culmination of the university's on-going efforts in interdisciplinary research in complexity science, is now seeing its first major conference, titled, 'More is Different', with 350 local and international participants attending.

The three-day conference, held from 27 to 29 Feb 2012 at the Nanyang Executive Centre, NTU, will see various speakers touching on topics such as the rise and evolution of economics; the organisation of biological systems without a centralised command structure; understanding brain functions; and geodesy changes in the Earth's shape and gravity field.

Professor Bertil Andersson, NTU President, said NTU is already addressing the world's grand challenges in its five peaks of excellence: Sustainable Earth the 'Mount Everest' of peaks, followed by Future Healthcare, New Media, New Silk Road, and Innovation Asia.

"NTU's Complexity Programme will add further scientific depth to these efforts, while using some of its problems to provide focus for its research. It will provide new insights in ways governance can adapt itself to the ever-changing ways in which our complex world creates new challenges."

The Complexity Programme at NTU seeks to focus on themes such as governance, cities, neuroscience (human brain), innovation, and ecosystem change and society.

Director of the Complexity Programme, Mr Jan Vasbinder, said: "It is my strong conviction that a new and undefined science like complexity can only make real steps forward if scientists, who generate new, risky ideas and concepts, get opportunities to explore them. There is a definite role for government and industry to support the ideas that show the most promise of leading to applications that are relevant to them."

The three-day conference will see a distinguished list of speakers. They include:

  • Professor Brian Arthur, one of the founders of the Santa Fe Institute, a top research institute for complexity studies in the world
  • Professor Sydney Brenner, the 2002 Nobel Laureate in Physiology/Medicine
  • Professor Yehuda Cohen, renowned microbiologist from NTU's Singapore Centre on Environmental Life Sciences Engineering (SCELSE)
  • Professor Stephen Lansing, famed anthropologist from the University of Arizona
  • Professor Will Steffen, climate change expert from the Australian National University
  • Professor Atsushi Iriki, neuroscientist from the Riken Brain Science Institute, Japan
  • Geoffrey West, world famous for his work on scaling in biology and is the past president of the Santa Fe Institute

NTU's involvement in complexity studies dates back to 2008, when it first held an Advanced Workshop on Complexity to celebrate the 80th Birthday of Professor John Holland (University of Michigan), a pioneer in complex systems and nonlinear science and the 'father' of genetic algorithms. This was soon followed by more complexity workshops held regularly at NTU.

NTU's Complexity Programme picked up steam in August 2011, leading to the formation of a small but active complexity community of talented and bright faculty from the various schools and research institutes, including the Earth Observatory of Singapore (EOS), Singapore Centre on Environmental Life Sciences Engineering (SCELSE), Institute of Catastrophe Risk Management (ICRM) and S. Rajaratnam School of International Studies (RSIS).

As part of this complexity conference, four separate seminars will also be given by invited speakers that same week, targeted at researchers, academics and students in Singapore who specialise in the related areas.

Denmark Online Gaming Laws

Denmark didn't fight too hard for their gaming monopoly

Gaming laws across the planet are in a constant state of change as governments and private businesses hustle to grab revenues wherever they can. To help our readers keep up with these developments, CAP is taking a closer look at the current state of iGaming in a number of key markets including Germany and South Korea. This week we?re looking at Denmark which is being held up as an example of how gaming liberalization should work.

In Denmark gambling is divided into two categories, games of skill and games of chance. Games of skill such as poker and roulette (yes, that?s not a game of skill) are run by private companies licensed by bureaucrats. Games of chance, like Bingo, Lotteries and sports betting, are run by a company called Dansk Spil, which is 80 percent owned by the government.

When Internet gambling first emerged, Dansk Spil extended their gaming power to control that market, too. The move was intended to keep a lid on problem gambling and daily player limits were set at around ?670 ($890 USD). To keep a tight lid on workarounds, the Danish Feds tightly regulated banking transactions

Not surprisingly, this didn?t sit well with European Union regulators. But what happened next strayed off the standard EU script of governments fighting to protect their gaming monopolies. In early 2011 Denmark went ahead and started opening gaming markets.

But this isn?t a Hans Christian Anderson fairy tale so things didn?t work out quite so easily.

Land Casinos Not Happy

While government officials embraced gaming liberalization, Danish land casinos weren?t quite as happy about the arrangement. Under the proposed liberalization scheme, land based casinos would pay as much as 75 percent taxes on gross revenue while Internet casinos were paying only around 20 percent.

The casinos took their case to the EU claiming that the lower tax rate amounted to state aid, but their claim was denied. EU regulators declared the tax structure to be in the spirit of liberalization and open markets.

The ruling was a big hit with igaming companies. In a statement to the press, Remote Gaming Association president Clive Hawkswood said, ?In essence, land-based operations compete within physical national boundaries, whereas online companies are part of a highly-competitive international environment, and fiscal policy should be set accordingly.?

European lottery trade groups were less enthusiastic, suggesting that it would lead to increased gambling addiction.

Moving Ahead

Despite the complaints of land based casino operators, international gaming companies are lining up to apply for Danish gaming licenses and are expected to be up and running in 2012.

Each title provides authoritative, encyclopaedic coverage of diverse scientific fields with high-quality reviews commissioned from international expert contributors. Each review article is fully citable and qualifies for abstracting, indexing and ISI ranking.

The WIREs model is built around four article types:

  • Overviews provide broad, relatively non-technical treatment of a core issue.
  • Advanced Reviews are aimed at researchers and advanced students, surveying the literature in a fashion similar to a standard review journal.
  • Opinions express a particular view on a topic that is under current debate.
  • Focus Articles are more technical in nature, homing in on specific examples and implementations of research.

Rick Santorum Contraception Stance Remains Out Of Step With ...

WASHINGTON ? Most Americans don't share Rick Santorum's absolutist take on abortion. He's out of step on women in combat. He questions the values of the two-thirds of mothers who work. He's even troubled by something as commonplace as birth control ? for married couples.

Even among a Republican presidential field anxious to please religious conservatives, Santorum's ideas stand out.

A Catholic father of seven whose kids are home-schooled, Santorum may seem to wear his conservatism as comfortably as his sweater vests. But he's walked a careful path, keeping the more provocative opinions that helped sink his re-election to the Senate in 2006 mostly out of his presidential campaign.

That is until he leaped to the top of the polls, alongside Mitt Romney.

Now Santorum's record on social issues is getting a closer look. On several matters, he's outside the Republican mainstream. And if he becomes the GOP nominee, some of his ideas would likely be surprising, even puzzling, to general election voters.

BIRTH CONTROL

_ Santorum: Says he wouldn't try to take away the pill or condoms. But he believes states should be free to ban them if they want. He argues that the Supreme Court erred when it ruled in 1965 that Americans have a right to privacy that includes the use of contraceptives.

Birth control, even within marriage, violates his beliefs as a Catholic. Last year Santorum told the Christian blog Caffeinated Thoughts that as president he would warn the nation about "the dangers of contraception" and the permissive culture it encourages. "Many of Christian faith have said, `Well, that's OK. Contraception is OK,'" he said. "It's not OK. It's a license to do things in the sexual realm that is counter to how things are supposed to be. ... If it's not for purposes of procreation, then you diminish this very special bond between men and women."

Santorum said Friday on "CBS This Morning" that as a senator he had supported federal funding of birth control services but he also wants to promote abstinence "as a healthier alternative."

_ Catholics: Despite the church's teachings, 84 percent of U.S. Catholics believe a person who uses artificial birth control can still be a good Catholic, according to a CBS News poll. And 89 percent of Catholic women favor expanding access to birth control for those who can't afford it, the nonpartisan Public Religion Research Institute found.

_ All Americans: Almost everyone uses it. Three-fourths of U.S. women have taken the pill, the CBS News poll says, and other studies show virtually all sexually active women have used some type of birth control. A mere 8 percent of Americans think birth control is morally wrong, according to a Pew Research Center poll this month. Four in 10 say it's not even a moral issue these days.

WORKING WOMEN

_ Santorum: His 2005 book, "It Takes a Family: Conservatism and the Common Good," suggests parents in two-income families aren't doing what's best for the kids. Too often, he writes, both parents work when the family could get by on one salary: "For some parents, the purported need to provide things for their children simply provides a convenient rationalization for pursuing a gratifying career outside the home." He described it as a sad situation created by "radical feminists" who undermined the traditional family by "convincing women that professional accomplishments are the key to happiness."

Santorum's unsuccessful re-election bid took a hit from a rival's TV ad featuring a working mother challenging the senator "to come to my house at the end of the month when we're doing our bills and tell me how we can live on one income." Santorum recently tried to deflect questions about the book by saying that his wife, who left her nursing career to care for their children, helped write that section because she felt her decision to become a stay-at-home mom wasn't valued by society. He predicted a Santorum administration would have "plenty of working moms."

_ All Americans: Two-thirds of married mothers with husbands are working or looking for jobs, according to the Labor Department. Like Santorum, most Americans don't think it's best for children when moms work full time; they're divided over whether staying at home or working part time is ideal. But more moms are working for economic reasons than personal satisfaction. Half of full-time working mothers would rather work part time, and a third would prefer to stay home, according to a 2009 Pew Research Center poll. About 1 in 10 of the moms working full-time says it's an ideal situation.

WOMEN IN COMBAT

_ Santorum: Spoke out against women in combat when the Pentagon announced plans to allow them to serve closer to the front. He says he worries that fighting men will be distracted by their "natural instinct" to protect women. He also says the differences in physical abilities between men and women aren't being taken into account.

_ Republicans: Six in 10 would allow women to serve in units that engage in close combat; about a third are opposed, a Quinnipiac University poll last year found.

_ All Americans: Slightly more favorable toward women in combat than Republicans.

GAYS IN THE MILITARY

_ Santorum: Wants to reinstate the "don't ask, don't tell" policy that banned openly gay service members. In a GOP debate in Florida, Santorum said lifting the ban was social engineering and that "sexual activity has absolutely no place in the military." He added: "Keep it to yourself whether you're a heterosexual or a homosexual."

_ Republicans: Santorum's party is divided on the issue. A CBS News poll gave a 48-41 edge to supporters of gays serving in the military. Republicans who felt strongly about the issue were twice as likely to support gays in the military than to oppose them, however.

_ All Americans: An overwhelming number ? 68 percent ? favor allowing gays to serve openly, the same poll found.

ABORTION

_ Santorum: Favors amending the Constitution to ban abortion. He says that human life begins at conception and doctors who perform abortions should be charged as criminals. In his book, he compared women who have abortions to 19th-century slaveholders, writing that "unlike abortion today, in most states even the slaveholder did not have the unlimited right to kill his slave." In the past, Santorum supported allowing abortions in cases of rape or incest, but he now says no to those exceptions.

_ Republicans: Although united in the belief that abortion should be illegal in most cases ? two-thirds say so ? an overwhelming majority of Republicans are willing to make some exceptions. Only a fifth say abortion should always be illegal, according to AP-GfK polling in August.

_ All Americans: Even less likely to say there should be no abortions at all ? 16 percent support a total ban. About half of Americans want abortion to be legal in most cases, and almost as many say it should be mostly illegal.

Air guns give us a shot at sizing up quake faults

Teasing out just what is happening below the Earth's shifty surface during an earthquake is no simple feat, but scientists have found a new tool that may help get a clearer picture of the minute movements of seismic faults.

Air guns shot at a lake can help illuminate how faults and other subterranean structures near a lake can subtly deform over time, a group of researchers in China has found using a new seismic station they've developed.

Traditional seismic stations monitor ground motion passively. This new method is a more active one that employs air guns that shoot acoustic waves that can help seismic instruments get a clearer picture of the Earth's interior, acting somewhat like a strobe light in the dark.

The new station, called the Binchuan Transmitting Seismic Station, was deployed in April 2011 at the northern section of Red River Fault in Binchuan, located in China's Yunnan province, where it intersects another major fault, the Chenghai Fault. The region is home to more than 3 million people and faces great seismic hazards, prone as it is to earthquakes exceeding magnitude 7.

The air gun was immersed in Lake Dayindian, a 494-acre (2 square kilometers) reservoir.

The ground-shaking induced by each one of the air gun shots is estimated to be equivalent to that of a magnitude-0.5 earthquake. Nevertheless, the air pulses appear environmentally friendly, and do not seem to have any visible effects on fish in the lake or nearby buildings, dams or power lines.

The station works in concert with an array of permanent and portable seismic stations that spans an area of 3,860 square miles (10,000 sq km).

Preliminary results with 111 test shots fired over six nights suggest the station "provides an unprecedented opportunity to monitor the subsurface changes of the fault zone," said researcher Baoshan Wang at the China Earthquake Administration's Institute of Geophysics in Beijing.

It should help monitor the evolution of the crust beneath an approximately 300-mile-long (500 km) section of the Red River Fault, as well as other faults nearby.

The researchers now propose firing the array once every week for at least the next three years to continuously monitor deformation of these faults. It could also help analyze other seismological problems, such as how seismic waves propagate in complex areas of the Earth's crust.

"The next step is we are trying to develop a similar system that is more portable, which will help us to monitor the subsurface at any place we want," Wang said.

The scientists detailed their findings in the Jan. 31 issue of the journal Eos.

(AP) ? Gov. Chris Gregoire signed into law a measure that makes Washington state the seventh to legalize same-sex marriage, but opponents almost immediately filed a referendum to challenge the new law, meaning voters likely will have the final say.

Gregoire signed the bill Monday, saying it was "a day historians will mark as a milestone for equal rights, a day when we did what was right, we did what was just, and we did what was fair."

The law takes effect June 7, but opponents on multiple fronts already are preparing to fight.

A group called Preserve Marriage Washington filed Referendum 73 Monday afternoon. If they collect the more than 120,577 valid voter signatures needed by June 6, the law will be put on hold pending the outcome of a November vote. Separately, an initiative was filed at the beginning of the legislative session that opponents of gay marriage say could also lead to the new law being overturned.

"I think in the end, people are going to preserve marriage," said Joe Fuiten, senior pastor at Cedar Park Church in Bothell who is involved in the referendum effort.

The Washington, D.C.-based National Organization for Marriage, which was involved in ballot measures that overturned same-sex marriage in California and Maine, has promised to work with Preserve Marriage Washington to qualify the referendum to overturn the new law.

A campaign has already formed to fight any challenge to the new law. "Washington United for Marriage," a coalition of gay marriage supporters, formed in November to lobby the Legislature to pass the measure and to run a campaign against any referendum challenging it.

Gay marriage supporters said that while they are ready for a campaign battle, they are allowing themselves to celebrate first.

"You have to relish this moment," said 31-year-old Bret Tiderman of Seattle, who attended Monday's bill signing.

The state reception room at the Capitol was packed with hundreds of gay rights supporters and at least 40 lawmakers from the House and Senate to watch Gregoire sign the bill Monday. Gregoire was greeted with loud cheers.

"No matter what the future holds, nothing will take this moment in history away from us," Sen. Ed Murray, a Seattle Democrat who is gay and has sponsored gay rights legislation for years, told the cheering crowd.

Same-sex marriage also has the backing of several prominent Pacific Northwest businesses, including Microsoft Corp., Nike Inc. and Starbucks Corp.

The New Jersey Senate advanced a gay marriage bill Monday, and a vote is expected in the New Jersey Assembly on Thursday. Gov. Chris Christie, who is pushing for a public vote on the issue, says he'll veto the bill if it comes to his desk.

Legislative committees in Maryland heard testimony on gay marriage last week, and Maine could see a gay marriage proposal on the November ballot.

Proposed amendments to ban gay marriage will be on the ballots in North Carolina in May and in Minnesota in November.
