SEOUL, South Korea (AP) ? Human rights groups have demanded that North Korea guarantee the safety of nine of its citizens who reportedly fled to Laos, only to be apprehended and sent back home.

Seven males and two females were flown home Tuesday via China despite a request from South Korea that Beijing not repatriate them, the Chosun Ilbo daily newspaper in Seoul reported Thursday, citing unidentified South Korean government officials. The Yonhap news agency cited a Foreign Ministry official in Seoul in its report that said the nine are aged 15 to 23.

South Korea's Foreign Ministry has declined to confirm the reports.

The Geneva-based U.N. High Commissioner for Refugees said Thursday in a statement that it is trying to locate the defectors and expressed concern that they did not receive a chance to have their asylum claims assessed.

"UNHCR is deeply concerned about the safety and fundamental human rights of these individuals if they are returned" to North Korea, High Commissioner Ant?nio Guterres said.

On Friday, activists criticized Laos during a rally outside its embassy in Seoul.

"We are here to call on Laos not to deport North Korean defectors because there is concern they may be tortured when sent back," said Lee Ho-taek, head of a group that provides refugees with support.

Close to 25,000 North Koreans have come to South Korea since the end of the Korean War. The vast majority of them hid in China and Southeast Asian countries including Laos, Thailand and Vietnam before flying to Seoul.

China, North Korea's foremost ally, does not recognize defectors as asylum seekers and has been known to return them to Pyongyang.

Under North Korean law, defectors face a minimum of five years of hard labor and as much as life in prison or the death penalty in cases deemed particularly serious. Activists say they could face torture.

"North Korea has to come clean on where these nine refugees are and publicly guarantee that they will not be harmed or retaliated against for having fled the country," said Phil Robertson, deputy Asia director of Human Rights Watch. "As a result of their return, they are at dire risk."

The Yonhap report said the defectors entered Laos through China on May 9 and were caught by Laotian authorities May 16. Several attempts to contact officials in Laos, a secretive and strict socialist regime in Southeast Asia, were unsuccessful.

"It's tragic and disappointing," Kim Eun-young, an activist with the Seoul-based Citizens' Alliance for North Korean Human Rights, said Thursday of the reported repatriation. "We fear defectors will now feel more intimidated about trying to come to South Korea through Laos or other Southeast Asian countries."

The number of North Koreans who settle in South Korea had been rising over several years before peaking in 2009 with nearly 3,000 arrivals. The South Korean constitution guarantees North Koreans citizenship after the government can establish that they are not spies.

Flows have slowed significantly since then. Last year, just over 1,500 arrived in South Korea, according to the government in Seoul.

There are unconfirmed reports that North Korea has boosted security at the Chinese border in recent years to slow the flow of defectors. Over the past year, North Korea has publicized the return of some defectors to North Korea.

The Korean Peninsula has been divided by a 4-kilometer-wide (2.5-mile-wide) Demilitarized Zone since the Korean War ended with an armistice in 1953.

WASHINGTON (Reuters) - Authorities intercepted a threatening letter addressed to President Barack Obama that was similar to ones sent to New York Mayor Michael Bloomberg, the Secret Service said on Thursday.

Letters sent to Bloomberg and his gun control group contained material believed to be the deadly poison ricin and contained a reference to gun control, New York police said on Wednesday.

A Secret Service official said the White House letter was similar but did not elaborate.

The White House mail screening facility turned the letter over to the FBI's Joint Terrorism Task Force, the Secret Service official said on condition of anonymity.

Authorities have stopped several ricin-laced letters in recent weeks. A Tupelo, Mississippi, man was charged last month with sending poison-laced letters to Obama and two other public officials. Everett Dutschke was being held on charges of developing and possessing ricin and attempting to use it as a weapon, according to the Justice Department.

Authorities also intercepted a letter sent to Mississippi Senator Roger Wicker that preliminary tests showed contained ricin.

Last week, federal authorities arrested a man in Washington state on charges of mailing a letter containing ricin to a U.S. district judge in Spokane.

Samsung?s next Galaxy Note smartphone, the long rumored Galaxy Note III, might arrive on shelves with a Snapdragon 800 processor packed inside ? at least in some markets, based on Galaxy S 4?s launch ?, some of the latest reports on the matter suggest.

Apparently, Galaxy Note III is the fourth smartphone currently rumored to be powered by Qualcomm?s upcoming chipset, mobileaks found out. LG Optimus G2, Pantech IM-A880, and the Sony Xperia Honami (i1) should include it as well.

The info comes from zdnet.co.kr, and contradicts previous rumors claiming that Samsung would pack the device with an Exynos 5 Octa CPU. However, the same as Galaxy S 4, the upcoming device might include both processors, depending on the market in which it will be released.

No official confirmation on this has been provided as of now, but Samsung might make a formal announcement on it soon, so stay tuned.

Mexican American mothers' formal immigration status affects the educational achievement of their children and even their grandchildren, according to a study written by Penn State and University of California, Irvine, sociologists and released by the US2010 Project at Brown University. Based on a large-scale survey of second-generation Mexican young adults in Los Angeles, the study finds that those whose mothers were authorized immigrants or U.S. citizens averaged more than two years more schooling than those whose mothers entered the country illegally. The researchers estimate that more than a third of the education gap between third-generation Mexicans and native whites is attributable to the legacy effects of grandparents' unauthorized status.
"The fact that Mexican-origin children appear to fall behind most of the rest of the population in terms of educational attainment has long been a concern of researchers and policy-makers," said James Bachmeier, research associate, Population Research Institute, Penn State. "This report indicates that this derives in large part from the fact that many of these children are raised in families in which one or both parents lack legal status." This study and future studies may help guide the national debate on immigration reform, said Bachmeier, who worked with Jennifer Van Hook, director of Population Research Institute and professor of sociology and demography, and Mark Leach, former assistant professor of rural sociology and demography, both of Penn State.
"The extent to which parental legal status shapes the opportunities of U.S.-born children warrants more attention in the future, especially as Congress discusses comprehensive immigration reform," said Bachmeier.
According to the study, legalization may help the children and even grandchildren of immigrants increase their educational attainment.
"The implication of our findings is that clear pathways to legalization can boost Mexican American educational attainment even as late as the third generation," said Frank D. Bean, professor of sociology at the University of California, Irvine. "Legislation providing the possibility of entry into full societal membership helps not only the immigrants themselves but also their children and their children's children."
The study looked closely at the trajectories of parental immigration status. In 10 percent of cases, the mother was U.S.-born but married to an immigrant spouse, and about 44 percent entered the country legally. It is in comparison to the children of these mothers that the researchers found a disadvantage for those whose mothers were unauthorized immigrants -- about one third of mothers.
"There are nearly 4 million children of Mexican immigrants living in this country, most of them born here," said Bean. "At present, with few pathways for their parents' legalization, they live too long in the shadows. Because America's future labor force depends so heavily on the children of immigrants, we all have a stake in their progress."

WASHINGTON (AP) ? Leaders of Syria's opposition forces got a chance to make their case for increased U.S. support directly with Sen. John McCain when he slipped into that country for a surprise visit.

McCain, R-Ariz., favors providing arms to rebel forces in Syria.

A State Department official said the department was aware of McCain crossing into Syrian territory Monday, but referred further questions to McCain's office. McCain spokeswoman Rachel Dean confirmed the Monday trip, but declined further comment.

The visit took place at the same time as meetings in Paris involving efforts to secure participation of Syria's fractured opposition in an international peace conference in Geneva.

And in Brussels, the European Union decided late Monday to lift the arms embargo on the Syrian opposition while maintaining all other sanctions against President Bashar Assad's regime after June 1, British Foreign Secretary William Hague said.

Two years of violence in Syria have killed more than 70,000 people, according to the United Nations. President Barack Obama has demanded that Assad leave power, while Russia has stood by Syria, its closest ally in the Arab world.

McCain has been a fierce critic of Obama administration policy there while stopping short of backing U.S. ground troops in Syria, but he supports aggressive military steps against the Assad regime.

Gen. Salem Idris, chief of the Supreme Military Council of the Free Syrian Army, accompanied McCain across the Turkey-Syria border. McCain met with leaders of the Free Syrian Army from across the country, who asked him for increased U.S. support, including heavy weapons, a no-fly zone, and airstrikes on Syrian government and Hezbollah forces, according to The Daily Beast, which first reported the senator's visit.

Such unannounced trips to world hotspots by U.S. politicians are not common.

The White House declined to comment late Monday.

Last week, the Senate Foreign Relations Committee voted to provide weapons to rebels in Syria, as well as military training to vetted rebel groups and sanctions against anyone who sells oil or transfers arms to the Assad regime. McCain is a member of the committee.

Monday, May 27 update: Triple H will not be at tonight's Raw
WWE.com spoke with Dr. Chris Amann today and learned that Triple H suffered no further damage, but he was advised not to travel to tonight?s Raw.

"We were able to able to do some further neurologic as well as neuropsychological testing on Triple H," said Dr. Amann. "The results of all that were normal, but we?ve recommended for him to stay at home and continue to rest. We expect him to be medically cleared by the middle of this week."

May 21 update:
After a?savage Steel Cage battle with Brock Lesnar at Extreme Rules, a physically battered Triple H was unable to continue in his match against impressive new Paul Heyman client Curtis Axel on Monday night's Raw.

On Tuesday, WWE.com spoke with WWE physician Dr. Michael Sampson, who gave an update on the status of The Cerebral Assassin.

"After the pay-per-view match on Sunday, we advised (Triple H) on Monday that he shouldn't wrestle because of head and jaw trauma he suffered from the sledgehammer attack by Brock Lesnar," Dr. Sampson explained to WWE.com. "Obviously, we saw what happened Monday night: He went against medical advice and tried to wrestle. Luckily, he pulled himself out."

After further evaluation, Sampson said The Game is still exhibiting some post-concussion symptoms and he'll be held out of action until WWE's medical staff can conduct further neurological tests.

"At this point, the neurological exams are all normal," Sampson added. "But we will continue to employ neuropsychological testing to get a better idea how he?s doing mentally, as far as reaction time, thought process and so on."

Sampson noted the additional neurological tests will likely be conducted near the end of this week, once The Game's headache has subsided.

BRUSSELS (AP) ? Austria's foreign minister said Monday that the European Union's top diplomats have failed to agree about how to deal with Syria's civil war, and EU sanctions against Bashar Assad's regime are likely to expire on June 1.

However, three other European diplomats insisted the 27-member bloc still had a chance to come to an agreement. One said Monday's talks in Brussels were "far from over." The three spoke on condition of anonymity as the proceedings continued.

During a break from critical EU talks aimed to work out a common position on Syria, Austrian Foreign Minister Michael Spindelegger told reporters he was concerned about what he called a failure to reach a common position and said that after the EU sanctions collapse "everybody is entitled to deliver weapons to the Assad regime or to the opposition."

But he said he also was holding out hope for a last-minute reversal that could salvage an accord in the talks set to continue deep into the evening.

Speaking at an impromptu news conference, Spindelegger said that during the talks France and Britain had agreed not to deliver any weapons until Aug. 1. Those two countries ? the EU's biggest military powers ? have been pushing the bloc to lift its embargo on delivery of weapons into Syria to help the embattled opposition.

British and French diplomats did not immediately return calls seeking comment after Spindelegger's remarks.

British Foreign Minister William Hague left the EU offices for the dinnertime break, saying only that he would return later.

French Foreign Minister Laurent Fabius left the talks earlier Monday to return to Paris to meet with U.S. Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov over the issue.

The talks had been billed as a pivotal opportunity for the bloc to overcome differences about whether to ease sanctions against Syria to allow arms shipments to the rebels. Earlier, France added urgency to the debate, with Fabius pointing to increasing signs that chemical weapons were being used in the conflict.

Austria has been among the most outspoken opponents of such deliveries, arguing that pouring more weapons into the war zone will only increase the deaths in Syria and tarnish the EU's reputation as a peace broker.

The EU nations have been steadfast opponents of Assad in the war and have steadily increased restrictive measures against his regime, including visa restrictions and economic sanctions. In February, the 27-nation bloc also amended the arms embargo to allow for non-lethal equipment and medicine to protect Syrian civilians. If not renewed, all those measures expire at the end of May.

Meanwhile, Assad's government has agreed in principle to participate in peace talks in Geneva next month. The United States and Russia hope to bring together the Syrian government and opposition for direct talks, but the exact date, agenda and participants still remains unclear.

Washington has also been reluctant to provide rebels with more sophisticated weapons for fear they might end up in the hands of the radical Islamic factions, including the al-Qaida-affiliated Jabhat al-Nusra, a group that has been the most effective fighting force on the opposition side.

Several EU ministers said arming the opposition would create a more-level playing field that could force Assad into a negotiated settlement.

Friday?s frightening commuter train crash in the Connecticut suburbs of New York City is another example that things don?t always go as planned.

Few people disagree with the rationale behind disaster recovery and business continuity (DR/BC). Indeed, DR/BC seems to be getting more important as time passes -- the emergencies get more severe and downtime more disruptive and costly.

The problem is that there are dozens of different ways to handle DR/BC. From maintaining up-to-date lists of employee cell phone numbers to using the cloud, almost anything an IT department does ? if done carefully and with redundancy built in ? arguably is DR/BC. That?s great in a way: By using certain best practices, a company can integrate BC/DR into its normal way of doing things.?

But it also is confusing. The questions become: If everything is BC/DR, what is it, exactly? Where do we start?

CIO Insight has a nice slideshow up outlining 10 vital steps ? ten commandments, they call them -- that provide that starting point. Here are the first five: Eliminate single points of failure; keep ?notification trees? timely; follow current events, from impending storms to heightened terrorist threats; keep an eye on many areas within the business that could lead to problems as possible and document the steps to recovery so that they can be performed by secondary staff if the person who usually would run the show is not available.

The cloud ? which by definition distributes intelligence ? is the best thing to happen to DR/BC since the invention of the cell phone. SunGuard, one of the big names in disaster recovery, is positioning itself to use the cloud as a conduit for its services. The Network World piece details the company?s plans, which seem to be incomplete or only partially public. The bottom line is that SunGuard understands that companies are moving their data to the cloud as a sort of do-it-yourself DR/BC solution. That?s a great opportunity for the company to offer cloud services that are combined with its unique DR/BC background.

A more academic look at DR/BC is available at The Metropolitan Corporate Counsel, a partner in the Litigation and Corporate Financial Advisory Services Group at?Marks Paneth & Shron LLP, writes that companies must consider whether to invest in a comprehensive approach or to simply protect its data:

Risk can be limited to data security or be widened to encompass operational issues should a major disaster actually occur. While the costs of a complete disaster recovery plan will be much greater than a plan designed solely to protect lost data, the consequences of one versus the other should, at least, be considered by management.

There are ideas available on the key of where to start and how to approach BC/DR. The bottom line is that a lot of things fit into the definition of business continuity/disaster recovery. Businesses that have not paid attention to this important part of their ongoing operations must determine what for them is the best place to start. The time to opt out because the topic is too confusing or expansive has passed.

Where We Left Off: At the end of last season, Allison broke up with Scott, Peter warned Isaac and Derek that a new pack made up entirely of Alpha werewolves was coming, and said Alphas trapped Boyd and Erica in the woods, leaving viewers uncertain of their fate. Season 3 will pick up four months later, and focus on the introduction of the Alpha pack and the havoc they wreak.

"Push Girls" (Sundance Channel)

Where We Left Off: Throughout Sesaon 1 we got to know Auti, Mia, Tiphany and Chelsie, four women living in Hollywood who also happen to all be in wheelchairs.
